I believe that the major Costa Rican political parties, when we had a two-party system, became national leaderships. PLN and PUSC grew more distant in terms of the participation of different sectors [in them]. I believe they [participating social sectors] have moved from the foreground into the background; [including] all the youth movements, even university ones, unions, solidarity [groups], business groups, members of cooperatives. When we had parties with a more participatory structure, I believe that detachment was not felt so much. At one point, parties stopped that participation process and began to become upper echelons where only two or three [members] would make all the decisions. Or, even, where they [PLN and PUSC] agreed among themselves. I imagine someone already mentioned to you [that this has been] called the PLUSC, which then led to the formation of the PAC; or more so, that the PAC entered [politics] with strength because it started extending participation to those sectors. The problem is that it did not continue it. I believe that those participation processes, call them pressure groups, or organized groups from the civil society, have now taken a back seat.
